Is it time for a forward-facing car seat?  If your toddler is under age 2 then the answer is probably no.  It’s important to leave your child in a rear-facing car seat as long as possible.  If your child is older that 2 years it may be time to switch to a forward-facing car seat.  Here is a video for guidance.
