RFP Waste Hauler

Lenawee County Solid Waste will be accepting proposals for the Hauling of recyclable materials generated at the County Recycling Drop Off Site (DOS) to Granger processing facility in Jackson, MI. Contractors interested in providing these services are requested to submit proposals on or before 4:00 p.m. on December 1, 2022 to:

Proposals will be opened at 4:00 p.m. on December 1, 2022 in Commissioners Chambers. 

A summary will be presented to the Lenawee County Solid Waste Coordinating Committee at their regular meeting held at 10:00 a.m. on Wednesday December 7, 2022 in the Chambers of the Old Courthouse located at 301 N. Main Street in Adrian, MI. 

Lenawee County reserves the right to accept and reject in total, or in part, any and all proposals received in the interest of Lenawee County.

Hauling of Recyclable Materials

Solid Waste Program

Lenawee County, Michigan 

1.0    Purpose:  The County of Lenawee, Michigan, is currently seeking proposals from qualified firms for the transfer of its recyclable materials.  The County owns and operates 1 recycling drop off site located at 305 Maple Avenue in Adrian, MI.  The following describes the solid waste program for the County and outlines the requested services.  

2.0    Qualifications:  Eligible contractors shall be in good standing with the Lenawee County Solid Waste Ordinance. 

3.0    Materials :  The County of Lenawee DOS currently accepts household rigid materials including plastics #1-7, glass bottles and jars, tin cans and aluminum pans, as well as, fibrous materials including cardboard, chipboard, and paper.  Approximately 2-3 loads per week. 

4.0    Process:  Materials are collected into 40-42 yard compaction containers.  Full containers are hauled to Granger Recycling Center at 2600 Lansing Ave., Jackson, MI. 

5.0    Hauling:  The following section outlines the contractor’s responsibilities relative to hauling:

  • Supply four (4) 40-42 yard compaction containers and attach said containers to compactors located at the Lenawee County Drop Off Site. 
  • On an on-call basis, pick up full containers, replace them with empty containers and haul the full container to the Granger recycling center at 2600 Lansing Avenue, in Jackson, MI.
  • Monday through Friday requests to replace full containers will be completed with 24 hours of the request. No hauling will take place on any weekend or pre-determined  holiday.  
  • The Contractor will maintain adequate insurance with the County of Lenawee named as additionally insured. Minimum Insurance requirements:
    • General Liability – $3,000,000 per occurrence/aggregate limit 
    • Auto Liability – $1,000,000 per occurrence/aggregate limit
    • Umbrella/Excess Liability – If applicable 
    • Environmental/Pollution Liability – $1,000,000 per occurrence/aggregate limit
  • At the request of the County, the Contractor shall weigh in and out over scales located at the Lenawee County Drain Commission located adjacent to the Drop Off Site.   
  • Contractor assumes all liabilities associated with the waste, transport and discharge of the waste at the recycling center.

6.0    Term:  1 year contract for services with option for extension.
